(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠； （2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially designed for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;        

(c)本項(xiàng)目的特定資格要求：(3) 須具備省市級(jí)公安部門核發(fā)的有效的《保安服務(wù)許可證》；
(4) 須系依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
(5) 本項(xiàng)目不允許轉(zhuǎn)包。        

(c)Specific qualification requirements for this program: (3) Must have a valid "Security Service License" issued by the provincial and municipal public security departments; (4) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (5) Subcontracting is not allowed for this project.
